​Op-Ed: Trump’s overhaul of the H-1B visa program is more than meets the eye

On April 18th, President Trump did something that, go figure, generated controversy: He signed an executive order which his administration presented as the beginning of an “overhaul” of the H-1B visa program. Launched in the 1990s, when there was a shortage of American workers with high-tech skills, H-1B is intended to make it easier for U.S. companies to hire specialized talent from abroad.

The vast majority of these visas, some 65,000 annually, go to tech companies. Google, Microsoft and Apple…
