Some lawmakers consider Texas’ “open-for-business” pledge to be somewhat tarnished by the results of the 2017 legislative session, which ended in May but is set to resume July 18 when the special session convenes. That included the passage of the so-called “sanctuary cities” bill — which the head of SXSW worries could hurt the festival.
